Technical Program Manager

In April 2018, Facebook launched a new initiative to help provide independent, credible research about the role of social media in elections and democracy. We are seeking a Technical Program Manager who can manage end-to-end the implementation of our data and tooling workstreams. This role will work in partnership with functions across the company to ensure the initiative’s success. They will be the day-to-day operations lead for the Elections Research Commission Data and Infrastructure leads to ensure we deliver on our external commitments. You'll be working with some of the world's most talented Engineers, Data Scientists, Data Engineers, Researchers, and Managers to define the approach for building systems and processes to share data to help the research community understand social media’s impact on elections and democracy. You'll also provide cross-team and executive presentations to gain buy-in from key stakeholders., TPMs heavily contribute to planning, negotiating cross-team dependencies, and representing the research community.

Responsibilities

  • Manage the technical components of the ERC program end-to-end.
  • Develop the roadmap to drive the technology, requirements and milestones for the data and tooling workstreams for the Elections Research Commission Team.
  • Develop the decision making principles for rapid response actions.
  • Build subject matter expertise in elections and democracy and data sharing and stay up to date on technological developments and regulatory requirements around data sharing.
  • Understand the needs of the research community and communicate technical requirements to teams you depend on.
  • Reduce surprises during execution and own progress reporting.
  • Work with Election Research Commission Management and Engineering teams to define your team's strategy.
  • Make your technical stack transparent with great data sets, reporting and documentation.

Minimum Qualifications

  • B.S. in Computer Science, Information Systems or a related technical discipline, or equivalent experience.
  • 4+ years of software engineering, systems engineering, or similar tech experience including 2+ years of program/product management experience.
  • 2+ years of experience working on services applying machine learning or similar approaches.
  • Communication experience and experience working with technical management teams to develop systems, solutions, and products.
  • Organizational, coordination, and multi-tasking experience.
  • Analytical and problem-solving experience with systems.
  • Experience establishing work relationships across multi-disciplinary teams.
